From the edge of the rooftop, Rouge surveyed the area. A few people lingered down in the streets below, but there wasn't anyone up here, besides her. She preferred it that way - she could do her work without being bothered. If she really needed to ask someone something, then she didn't mind heading down there, but right now, she wanted to be up here, where she could see everything.

Sent to investigate the strange things that happen here by one of her employers, she had already done some research online. Of course, most of what Rouge had found were clearly rumors and speculation. If she wanted the truth, she had to go find it herself.

Fortunately, it was nighttime, so she could use the shadows to move unseen while she looked around. Rouge turned and strolled along the rooftop, listening to the chatter down in the streets, hoping to catch anything that could be of use to her. While she was doing that, she reached the other end of the building.

She flew over to the next building, seemingly abandoned, but probably inhabited by some poor souls who had nowhere else to go. If there was any treasure hiding in this cluster of old buildings, she wasn't going to find it in there.

Yes, she was looking for treasure, too. Why not? Sometimes the best time to find treasure was when the people who were supposed to be guarding it were either asleep, drowsy, or too wary for their own good.

When a Salarian woman had come into Hackett's office the morning before, he hadn't expected to find himself on the planet, searching for her missing husband. He had disappeared nearly a week before, and the officers of C-Sec had been on the case that whole time. But, they hadn't managed to find anything. The logical conclusion had been that the salarian man wasn't on the Citadel at all and had been taken to the surface world. That meant that he was no longer in C-Sec's jurisdiction. As the leader of the Citadel for the time being, that meant that Hackett needed to assist the citizenship. He hadn't left the Citadel in a while and so had decided to join the mission on his own.

They had been elsewhere in the morning, but the information they had discovered led them to Infinity Fortress. They had been informed that a ragged Salarian - clad in the Citadel's most standard of space suits that the populace would have purchased from the most popular of retailers - had gone this way.

Hackett couldn't imagine what he could be doing here. All information he had gained of this place suggested that it was not a good place to be, and that no one fully understood the nature of this place. City. Fortress. Whatever it was meant to be. Hackett wasn't a fan of things that couldn't be explained by logic and science, though he knew there was a lot of that going around in this world.

"Keep your eyes and ears open," he said to the Alliance soldiers who had traveled with him. It was nighttime now; no one knew what could happen at this time of night.

"How do we proceed, Admiral?" one of the soldiers asked. He was eyeing one of the buildings.

"That's a good question," Hackett replied, looking at the buildings around them, too. "We don't know where in this place he could be, and I don't know how helpful the people around here would be, either. I hate looking for a needle in a haystack... but, I guess that's how we're going to have to go about this."

The soldiers muttered their agreement before they started moving as a group to the nearest building. They might as well start somewhere.

When voices that didn't sound like the usual chatter she had grown used to hearing reached her ears, Rouge had to know what was going on. She was curious, of course, but also the voices might lead to the valuable information that she had been seeking. Creeping closer to the edge of the rooftop, she peered down, making sure that nobody from down below could see her from up here.

Were those Alliance soldiers? And Admiral Hackett, too. How interesting. What were they doing on the planet?

Rouge watched as the group of soldiers headed for the building she was currently on. Since she didn't want to end up being bothered by them, she was considering moving on. And yet she didn't want to leave this building until she was sure there was nothing for her here. What should she do...

Well, there wasn't anything wrong with a bat girl standing on a rooftop in the middle of the night, was there? Besides, she was here first. Rouge moved to the other side of the rooftop and watched the street from there, but she was listening to anything that happened within the building. If the soldiers happened upon anything, she would hear them.

She still had to check out the nearby areas, too. Maybe there was someone wealthy nearby who she could visit and... examine their valuable jewelry. But that would have to wait until later.

Hackett used his Omnitool to scan the area. He was picking up individuals on it, but nothing that alarmed him. If he freaked out over every person who was picked up on his scanners, he would put himself into a coma from having such a constant fit. He was in a place were people lived, even if it wasn't the greatest of living conditions. Logic only dictated that it was very likely that people were, in fact, living there.

He went last, pulling out his gun as he went so. He wasn't so heavily armored as his soldiers, who were in their combat suits as opposed to his uniform, but he still had his shields up. It would take a particularly strong blast to break through them, and chances were it would be able to take more than one hit of even that. He would be warned of attack, even if one was startling enough to send him sprawling.

The building was dark inside, so Hackett lifted his gun up, using the light on the end of it as a flashlight. A couple of his soldiers had alright turned on light sticks so they would be able to see in the darkness.

They grouped together in a circle, Hackett closing it out.

"Let's move in groups, but all move together," he said, keeping his voice just loud enough for them to hear. "I don't want anyone separating and getting caught up in a trap."

With that said, they began moving, separating into small fractions, and heading to scope out the bottom floor.

The soldiers were moving like soldiers. Nothing surprising there. Rouge continued to watch the street, but after a few minutes, she picked up some interesting words somewhere in the building.

"Is everything ready?"

"Yes. If everything goes according to plan, then the entire fortress should fall."

"Is everyone evacuated?"

"Everyone's gone, but us. We do this tomorrow, at the break of dawn."

"What do we have here?" Rouge smiled. The men were talking quietly to each other, but to her ears, they might as well be screaming at the top of their lungs. Fortress? Infinity Fortress? She had an idea of what they were planning to do. How bold of them.

Also incredibly stupid. Now, why did they think that blowing up this area was a bright idea, and why blow it up in the first place?

Anyway, having this area destroyed by explosions would not only prevent her from doing her assignment, but it would also kill a lot of people who couldn't fly out of danger like she could. Rouge left her spot on the rooftop and slipped in through an open window on the fourth floor, where she knew the men were staying.

Hackett let his soldiers move a bit ahead of him, taking up the rear position of the group. This way, he was able to see any of the activity that his men were doing. They were combing the place pretty thoroughly.

"Someone's been active here, for sure," one of his men said, running a hand over a shelf that was empty. No dust came off on his glove. It meant there was something that had been sitting there until recently. There were even faint footprints throughout the dust that otherwise covered the floor. One could see where it was almost layering on itself in in the corner. It wouldn't have been that thing further away from the wall, but Hackett could see the trail someone was leaving through it.

There was a creak, barely audible, upwards. All of them froze. Someone was in the building with them.

"Secure the stairwells," Hackett said, his voice barely more than a whisper. "You and you," he pointed to two of the members of his group, "come with me. We're going to find who's here, and see if they have anything to do with our missing person."

Hackett led the way up the staircase, moving silently.

Concealed in a dark corner of an empty room, Rouge listened. Those soldiers could move pretty fast, couldn't they? They were already heading up here. She tracked them while she listened to the men she had heard earlier. They were in the next room over, going over their plans in detail.

Now, what she wanted to know was why they were going through all this trouble in the first place. Would blowing up the entire place send a message? Was this some extreme way to kill a target that was hiding here? Maybe they just wanted the Goddess to pay attention to them. If the plan succeeded, then maybe it was enough to catch the Goddess' attention, but Rouge was pretty sure that it wasn't going to be good attention.

If these men and their friends survived the explosions, then they were going to wish that they died here like everyone else.

The men stopped talking, said their goodbyes and prepared to leave. Rouge heard a door quietly open, as well as a window. They were trying to be careful, making sure that nobody would spot them as they left.

Hackett made his way to the second floor, not making a sound as he moved. He had been taught decades ago that moving noisily was a good way to get his soldiers killed. Maybe at one time, he thought he was too good to obey that, but he had seen enough comrades die in battle over carelessness. A few times it had been his carelessness. He had promised himself he wouldn't make those mistakes ever again.

He stepped onto the second floor, and instantly he knew he was not alone. Including his men, there were a few other people who were on the floor with him. They were being careless, in a way, because they probably didn't know that others had invaded their space. But, they were there, making noise as they moved to leave.

Hackett moved to the room that the two people were in. He glanced back at his men and pointed at the door. The two darted across before the people inside were any the wiser.

The conversation ended and one came out; Hackett, without missing a beat, shot him in the ankle. He came forward with a start, and Hackett surged at him, grabbing him and clamping a hand over his mouth before he could scream. In the same movement, his soldiers were in the room, grabbing the other and wrestling him to the ground without so much as a yelp.

Hackett expected nothing less from Alliance soldiers.

Those two had picked the wrong place to hold their little meeting, hadn't they? The one who opened the door got shot and was gagged before he could warn the other. It wouldn't have helped much, anyway, since that one ended up getting caught as well.

Rouge couldn't see any of this happening from where she was, but she heard it. If the men had finished their meeting a few minutes earlier, they wouldn't have ended up meeting a bunch of soldiers. Of course, this did hinder her plan of ambushing them on the street and beating more information out of them, but maybe the soldiers were able to do that instead.

She remained in the empty room for now. Rouge wondered if the soldiers were going to check in here as well. And if they did, would that be an issue?

Not necessarily, but she waited in the darkness, listening. If they didn't interrogate the men right away, then she might have to step out and reveal their plans. She kept her options open - the window was right there, providing an exit if she actually needed it.

Hackett left the men with his two soldiers, who had dragged and positioned them in a way that they weren't able to fight back. It was clear they had never experienced Citadel technology before, specifically the kind that was keeping them bound and gagged as the Alliance soldiers worked out what to do with them. Hackett knew that they would do whatever he knew would be best and wouldn't do something he would have done was bad.

He had other soldiers who would make those idiotic decisions. He didn't bring any of these soldiers with him.

Instead, he left the room to see if there were anyone else around. He kept his hand with his gun at the ready, in case he ran into anything that would attempt to do him harm. He was as prepared as he could ever be, so he moved to the next room, opening the door.

Where he found a batwoman. That was...unexpected.

"Hello," he said, still keeping his gun at the ready. If she wasn't dangerous, she would have understood why he hadn't lowered the gun at her and accepted it. Somehow, though, he was doubting the possibility she was an ally of the men in the room next door.

Ah hah, there he was. Rouge stepped out of the shadows, giving a bit of a nonchalant shrug that she had been found. She wasn't trying too hard to hide from him, and the main point of the motion was to show that her fingers were open and her palms were empty - no weapons. Her main weapons were, of course, her boots, but she had no intention of attacking the admiral. That should be clear.

"Hello, Admiral Hackett," she replied. He shouldn't be surprised that Rouge knew who he was. He was well known. "I was just eavesdropping on those men you and your soldiers have caught. They had the most informative chat. Something about causing the entire fortress to fall at the break of dawn?"

Rouge could literally hear one the men start squirming against his bindings. The treasure hunter smiled.

So, Hackett was already known to the bat woman who was before him? Hackett wasn't really surprised by that. It wasn't that he thought he was famous, but he was currently the highest ranking official in the Citadel and that information wasn't exactly a secret. Much had been made about his return several months back from space. If that even made sense. He was returning to the Citadel but it had been the Citadel that had moved from its spot, not him.

"A pleasure," he said with a slight nod of his head. She wasn't being impolite to him; he had no reason to be impolite to her. Unless she attacked him, of course. He saw no immediate weaponry on her, but he knew better than to think anything of that.

She had presented him with some interesting information as well. He had no reason to doubt her. Maybe it was an assumption, but she would most likely have good hearing considering the size of her ears and what he knew about bats.

"May I know your name?" he inquired. "Then, we might have some things to talk about."

Hackett had manners. Now, wasn't that nice? Some people just didn't know how to treat a lady. She was far more willing to cooperate with someone who was nice to her, as long as the teamwork benefited her. It currently did, if what she had heard from those two men was true.

Judging from the level of detail that they had discussed their plans with, and all the squirming that was now going on, she had to assume that it was.

"Of course," she nodded. "I'm Rouge the Bat. I'm a treasure hunter, as far as my official occupation on this planet goes. However, the talents I use for seeking jewels are also handy for more... discreet work."

She was a spy. For the government, back in her world. But they weren't here, so she did jobs for other people, especially those who paid well. Rouge dealt in finding and retrieving both physical objects and information. She had no problem admitting this to someone like the admiral. If she hadn't, he would find out eventually. Might as well mention it now.

She was a spy. Rouge didn't need to fully detail out her job for Hackett to catch onto what she meant by her words describing what she did. That was fine with Hackett. She had told him the truth about what she did. Most wouldn't give away that sort of information, especially to someone who was in the military. This information just made her seem more trustworthy to Hackett.

"Sounds interesting," Hackett said out loud to her. He switched his gun so it was idle, as oppose to ready to shoot. He didn't want her thinking that he was going to shoot her, considering he was able to draw quickly, even if he seemed like he wasn't thinking about it. If he had to, he would still be able to get his gun ready to shoot her, but he didn't think that was going to be a problem.

"Is this room good enough to talk?" he asked. He didn't want to stray too far from the men in question, but he didn't want to risk them overhearing anything through the walls. "Or, would you like to go somewhere more private?" Which also gave Hackett the possibility of scoping out the rest of the upper floor before they discussed anything. Maybe there were others in this building that he was currently unaware of. He didn't want to be unaware of them for long.

"Well... there aren't any listening ears in here." The room wasn't bugged, nor was there anyone else who would hear their conversation if they talked quietly enough. However... "These boys don't have any friends in the building, but they did leave something behind in one of the other rooms, far down the hallway." Rouge could hear it beeping from here, even if it was very faint.

"Maybe we should take a look at it first, then discuss things there, hm?" It wasn't a long trek to find it, and it wasn't going to explode for several hours. Rouge wanted to go disarm it anyway, so she had a better idea of what kind explosive they were planning to use. There were more, but this was the only one in the building, and they could turn this opportunity into an advantage.
